Grand Jury to Delve Into Disappearance
Investigation Enters Fifth Week

Taylor Behl vanished from Richmond, VA, sometime between 10:30 P.M. and 1:30 A.M., 29 days ago. As the search enters the fifth week, a grand jury gets set to delve into Taylor's disappearance. At first, the grand jury was said to be investigating only the child pornography charges against Ben Fawley, a 38-year old man that admits to having had a "sexual relationship" with Taylor. Taylor's 18th birthday is just over one week away, so Fawley has admitted to taking improper liberties with a minor, according to the law in the Commonwealth of Virginia. NBC News 4's website now says that sources tell them that the grand jury will also take on the investigation into Taylor's disappearance.

Taylor's mother returned to Vienna, VA, just over 100 miles north of the Viriginia Commonwealth Campus. On Sunday, Ms. Pelasara greeted the crowd that turned out to see the benefit concert hosted at Jammin' Java, one of Taylor's favorite hangouts, as well as a former employer. Taylor had been on the VCU campus just a couple of weeks, when she mysteriously disappeared. Ben Fawley, at one time considered a "person of interest" by the Richmond Police Department and the task force investingating Taylor's disappearance, may now be one of the prime targets of the grand jury's investigation.
Putting the investigation in the hands of a grand jury allows for investigators to interrogate witnesses under penalty of perjury. When interviewed by police, witnesses may not always be as forthcoming, or may attempt to shade the truth. With the grand jury in place, any hedging can be met with stiff fines and time behind bars.
NBC News4 out of Richmond, spoke with Steve Shannon, a Fairfax County Prosecutor, and a member of the Virginia House of Delegates. Shannon had this to say about bringing the investigation to the grand jury, "The stakes are higher, and so you would think that the leads that come from a grand jury have more credibility than if it came simply from statements made to a police officer when somebody is not under penalty of perjury."
Even though Taylor's mother is back home in Vienna, she says that the police and the task force will keep her updated frequently. Ms. Pelasara spent the last four weeks in Richmond searching the campus, the city, and appearing on several national broadcasts in an effort to garner as much attention to her daughter's plight as possible. The concert this past Sunday was one more avenue to help with that task. The Virginia State Police spent the weekend handing flyers out to visitors at the Virginia State Fair, as they too, want to keep Taylor's face fresh in the mind of the public.

Police continue to ask for the assistance of the public in locating the car on which this personalized Virginia "400th Anniversary" plate has been seen. If you see this plate, notify the Richmond Police Department, or the local police jurisdiction where you see it. Please try to note the type of car, a description of the driver, the place and time, and if there are any distintive markings on the car. If safe to do so, use a cell phone to make the report. Do not take any risks with your own safety, however. Call 877-244-HELP or 800-THE-LOST.
Beyond telling the media that the plate was reported missing during the same time frame that Taylor vanished. Police spokesperson Kirsten Nelson told the media, "The license plate means something to us but we are not prepared to say what at this time." Earlier reports indicated that the police suggest that the plate "may have been" in Fawley's possession at one time. The police do say the owner of the plate is in no way connected to the case.
